3 shownPembroke Beach DAC intends to apply for a 10-year planning permission for development of a residential and mixed-use scheme (referred to as ‘Quadrant A4’) on this site of 15.06 hectares, including lands known as the former Irish Glass Bottle & Fabrizia Sites, Poolbeg West, Dublin 4. The proposed development is focused primarily on a net site area of 3.89 hectares (identified as located in the south-east quadrant of the ‘A’ lands) in the Poolbeg West Strategic Development Zone (SDZ) Planning Scheme (April 2019). The proposed Quadrant A4 scheme comprises a total residential and mixed-use Gross Floor Area (GFA) of c. 140,707 sq m (incl. ancillary spaces at basement/undercroft level) across 6 no. principal blocks (identified as Blocks R, S, T, U, V, and W) ranging in height between 6 and 18 storeys over basement/undercroft. The proposed Quadrant A4 scheme also comprises 4,967 sq m of podium space, together with c. 22,542 sq m of basement/undercroft space, for the provision of car and bicycle parking and associated circulation (GFA). The proposed development comprises the provision of the following: - 1,510 no. apartment units (with balconies/private terraces provided for all units) of the following mix: 28 no. studios; 753 no. 1-bedroom units; 636 no. 2-bedroom units; and 93 no. 3-bedroom units (totalling c. 128,648 sq m of residential use and associated circulation space); - Internal residential amenity space including the provision of tenant reception and admin support spaces, shared workspaces, resident lounge spaces, events spaces, library/media room, dining and kitchen rooms, meeting rooms, and storage spaces (totalling c. 3,660 sq m); - A creche (c. 372 sq m) located at ground floor level of Block T with an outdoor play space at podium level (c. 130 sq m); - Artists’ studio space at ground floor level of Block T (c. 167 sq m); - A Community Hub at ground floor/podium level of Block T (incl. a multi-purpose hall at basement/undercroft level) (totalling c. 2,103 sq m); - A healthcare facility at ground floor level of Block R (c. 518 sq m); - 8 no. retail/non-retail (Class 1 and Class 2 uses) units at ground floor level (2 no. units in Block R and S, respectively, and 1 no. unit in Block T, U, V, and W, respectively) (totalling c. 2,361 sq m); - 6 no. 10/20 kV Single ESB substations and 1 no. 10/20 kV Double ESB substation with associated switch rooms located at ground floor level (1 no. single substation in Blocks S, U, V, and W, respectively, 2 no. single substations in Block T, and 1 no. double substation in Block R) (totalling 231 sq m); - 12 no. (residential / commercial / retail / non-retail / community) bin stores located at basement/undercroft and ground floor level [6 no. located at basement/undercroft level (1 no. associated with each block) and 6 no. located at ground floor level (1 no. within each block)) (totalling c. 1,046 sq m)]; - Landscaped residential communal amenity spaces comprising courtyards c.3,244 sq m (incl. children’s play areas) and amenity terraces c. 5,945 sq m (overall c. 8,969 sq m); - Landscaped public realm spaces at street level including the provision of the ‘Coastal Park’, a section of the ‘Coastal Link’, the Quadrant’s local ‘side’ and ‘home zone’ streets (all as defined by the SDZ Planning Scheme), and all ancillary public amenity spaces; - 695 no. private car parking spaces [incl. 35 no. accessible spaces]; - 23 no. visitor car parking spaces [incl. 4 no. accessible spaces], 3 no. car share spaces, 1 no. creche car parking space, 1 no. healthcare car parking space and 4 no. retail car parking spaces; - 1 no. loading bays, 4 no. delivery van drop-off bays, and 4 no. bin staging areas at surface level; - Vehicle access to basement/undercroft and podium level car parking from the Quadrant’s local side streets (basement/undercroft level access at Blocks T and U and podium level access at Blocks R, S, V, and W); - 2,408 no. long-stay bicycle parking spaces at basement/undercroft and podium level (incl. 114 no. cargo bike spaces) and 126 no. short-stay bicycle parking spaces at surface level (incl. 24 no. cargo bike spaces); and - Plant rooms, resident storage spaces, attenuation tank, water storage, and sprinkler rooms located at basement/undercroft level (totalling c. 1,600 sq m); The proposed development includes hard and soft landscaping, pedestrian and cycle infrastructure, boundary treatments, tree planting, interim site hoarding, public lighting, green/blue roofs, SuDS, commercial and residential waste/recycling facilities, site-wide services, and all ancillary works and services necessary to facilitate construction and operation of the development, above and below ground. The proposed development also comprises amendments to Permission Reg. Ref. PWSDZ3270/19 (as amended) and PWSDZ3207/21 (as amended) in those areas where the net site area (identified by a non-statutory green boundary line on the site location and layout plan) overlaps with the boundaries of the earlier permitted developments. This includes amendments to the layout of the ‘Coastal Park’ and internal quadrant roads as well as interfaces between the proposed scheme and the ‘Village Green’, ‘Neighbourhood Square’, and ‘Central Boulevard’. Vehicle access and servicing of the proposed development will primarily be by way of the Central Boulevard permitted under Permission Reg. Ref. PWSDZ3207/21 (as amended), which itself amended the earlier infrastructure Permission Reg. Ref. PWSDZ3270/19 (as amended). This application will be accompanied by an Environmental Impact Assessment Report (EIAR) and a Natura Impact Statement (NIS).

Pembroke Beach DAC intend to apply for planning permission for development, comprising modifications to a permitted mixed-use residential development (referred to as 'Phase 2'). The subject lands are c. 1.41 ha and are identified as being within the A1 Lands in the Poolbeg West Strategic Development Zone (SDZ) Planning Scheme (April 2019). The wider site also includes the lands known as the Former Irish Glass Bottle & Fabrizia Sites, Poolbeg West, Dublin 4. The proposed development comprises modifications to the permitted development (Planning Reference PWSDZ3700/24, as amended by Planning Reference WEBPWSDZ2596/24 and WEBPWSDZ1571/25) to increase the overall number of permitted apartments from 542 no. apartment units to 586 no. apartment units, across Block D (D1 and D2) and Block E (E1, E2, and E2A). The proposed modifications consist of the: Reconfiguration of floor plans to accommodate a revised mix of apartment types within Blocks D and E (the permitted scheme comprises 542 no. apartment units, consisting of 237 no. 1-bed, 257 no. 2-bed, and 48 no. 3-bed apartments; the proposed scheme comprises 586 no. apartment units, consisting of 11 no. studio, 257 no. 1-bed, 299 no. 2-bed, and 19 no. 3-bed apartments). Blocks D1, D2, E1, and E2 will increase by a cumulative total of c. 2,272 sq m GFA to accommodate the reconfigured floor plans; Revisions to the floor areas of the ground floor uses including inter alia crèche, health centre, retail units, substations, and bin stores within Blocks D and E, necessitated by the floor plan reconfigurations; Revisions to the articulation of the facades of Blocks D and E, including the relocation and resizing of windows and balconies to align with the reconfigured floor plans, changes to balcony materials to improve balcony variety (the permitted scheme comprises exclusively glass balustrade balconies; the proposed scheme introduces a mix of glass balustrade and metal railing balconies), and revisions to the colours of bricks and other materials used to articulate the facades; Expansion of the basement by c. 2,583 sq m to the northwest to accommodate the parking requirements of the proposed increased quantum of units (the permitted basement GFA is c. 9,550 sq m; the proposed basement GFA is c. 12,133 sq m); Revisions to basement floor levels to improve head heights and to facilitate connection to the basement of the adjacent hotel site (the basement's lowest floor level will remain 2.0 m OD); Provision of additional car and bicycle parking at basement level to accommodate the proposed increase quantum of units (the permitted basement comprises 129 no. car parking spaces and 926 no. cycle parking spaces; the proposed basement comprises 280 no. car parking spaces and 955 no. cycle parking spaces); Revisions to the courtyard layouts of Blocks D and E to accommodate the expansion of Blocks D1 and E1, and to incorporate additional ventilation grilles necessitated by the ventilation requirements of the expanded basement area; Revisions to the basement ramp access at podium-level on 'Ouzel Street' to facilitate clearance heights required for inter alia fire tender and refuse truck circulation; Revisions to the roof terraces and roof level SuDS features within Blocks D and E (the permitted scheme comprises 4,779 sq m of communal amenity space; the proposed scheme comprises 4,446 sq m; the scheme retains a provision above the minimum required by the Apartment Guidelines); Omission of 2 no. permitted single ESB substations and associated LV switch rooms located in Blocks E1 and E2A (one in E1 and one in E2A); Relocation of the single ESB substation and associated LV switch room, located centrally within Block E2 and fronting 'Glass Bottle Avenue', to the south-west corner of Block E2, facing Block E1. This includes the provision of substation access from 'Glass Bottle Avenue', in part amending 'Glass Bottle Avenue' as permitted under Planning Reference PWSDZ3207/21 (as amended); Revisions to the 'Neighbourhood Square' public realm to align with the adjacent permitted Hotel (Planning Reference WEBPWSDZ1571/25); Omission of Conditions 4, 5, and 6 of the Final Decision of Planning Reference PWSDZ3700/24, relating to the scheme's 'Build-to-Rent' units (the proposed scheme does not comprise any 'Build-to-Rent' units per the definition as set out in the Sustainable Urban Housing: Design Standards for New Apartments, Guidelines for Planning Authorities (March 2018)); and all other associated works above and below ground. A Natura Impact Statement (NIS) will be submitted to the planning authority with the application.

PERMISSION We, Klairon Construction Limited, intend to apply for planning permission for amendments to the residential development, permitted under Reg. Ref.: 2800/20 / ABP Ref.: 309742-21, as amended by Reg. Ref.: 3420/22 / ABP Ref.: 314220-22 and Reg. Ref.: 3649/23 / ABP Ref.: 317485-23, at Sandymount Place, Sandymount Avenue, Sandymount, Dublin 4. The site is bound to the west and north by the grounds of Enable Ireland Sandymount Centre; to the east by residential properties along Gilford Road and Sandymount Avenue and to the south by Sandymount Avenue. The site is partially located within the Sandymount Avenue Architectural Conservation Area. The proposed amendments to the permitted development consist of the replacement of 4 no. permitted units (4 no. 2 bed units) at fourth floor level of residential Block A.01 with 2 no. 3 bed apartment units. This results in a decrease in 2 no. apartments. The proposal includes associated alterations to the elevations and the provision of private amenity space for the proposed apartments, and all associated development. No change is proposed to the permitted Block A.02 and Block A.03, residential amenity building or car and cycle parking numbers. The permitted development (under Reg. Ref.: 2800/20 / ABP Ref.: 309742-21, as amended by Reg. Ref.: 3420/22 / ABP Ref.: 314220-22 and Reg.
