- PROTECTED STRUCTURE: We, Muckross Park Developments Limited, intend to apply for permission for development on a site of approx. 1.19ha at Muckross Park House, Marlborough Road, Donnybrook, Dublin 4. The original Muckross Park House, including the modern chapel perimeter walls, gates and railings, and surviving part of walled garden are included in the Record of Protected Structures (RPS No. 4967). The proposed development includes works to the Protected Structure and will consist of: a) Works to the existing three-storey and part four-storey Muckross Park House and the adjoining four-storey North and South Wings, including the demolition and removal of the existing non-original top floor at Level 3 across Muckross Park House and the adjoining Wings (440 sq.m); the demolition and removal of non-original elements between Muckross Park House and the Wings comprising 71 sq.m at Level 0, 71 sq.m at Level 1 and 71 sq.m at Level 2 (213 sq.m in total); the refurbishment and conversion of the retained three-storey Muckross Park House to provide 5 no. apartments and the construction of a new setback top floor to provide 2 no. apartments; the retention, partial demolition, refurbishment, extension and conversion of the North and South Wings, including the construction of replacement setback top floors, to provide 7 no. apartments within the North Wing and 11 no. apartments within the South Wing; and associated internal alterations and works; b) Works to the existing Chapel comprising its retention, refurbishment and conversion to provide 5 no. apartments at ground-floor level and 5 no. two-storey duplex apartments above, through the insertion of three internal storeys within the existing Chapel envelope with no increase in the existing building height; the demolition and removal of the existing two-storey links and additions connecting the Chapel to Muckross Park House and the South Wing, comprising 190.5 sq.m at Level 0 and 139.5 sq.m at Level 1 (330 sq.m in total); the formation of new openings involving the localised removal of sections of the existing Chapel perimeter walls; the removal of the existing internal balcony at the north-western end of the Chapel; and associated internal alterations and works; c) The construction of a new five-storey apartment building to the rear (north-east) of the site, connected to the retained North Wing, to provide 29 no. apartments; d) The construction of 6 no. two-storey terraced dwellings within the remaining part of the walled garden; e) The proposed development provides for the demolition of approximately 983 sq.m of existing floor area in total and the provision of 70 no. residential units, comprising 2 no. studio units, 19 no. one-bedroom units, 38 no. two-bedroom units and 11 no. three-bedroom units; f) The provision of 44 no. surface car parking spaces, inclusive of 3 no. accessible spaces; g) The provision of 135 no. resident bicycle parking spaces and 36 no. visitor bicycle parking spaces; h) The provision of approximately 2,837 sq.m of public open space, including the retention and enhancement of the existing front parkland and mature trees, new tree and other planting, meadow areas, landscaped amenity areas, pedestrian connections to Marlborough Road, seating and a natural play area; i) The provision of approximately 1,213 sq.m of communal open space, comprising a landscaped central courtyard, a smaller landscaped courtyard and the retained historic walled garden, including the retention and repair of the historic stone garden wall and the provision of an orchard meadow, new tree, hedge and other planting and seating areas; j) Alterations to the existing vehicular, pedestrian and cyclist access arrangements from Marlborough Road, including the removal of 4 no. existing non-original entrance piers, the construction of 2 no. new entrance piers, the restoration of the protected gates and railings, renewal of the tree-lined entrance drive, and associated internal circulation arrangements; and k) All associated and ancillary site development works, including hard and soft landscaping, tree and hedge planting, biodiversity and SuDS planting, boundary treatments, public lighting, drainage and SuDS infrastructure, plant, an ESB substation, services and all associated site development works.
