Proposal description

Development will consist of construction of 39 new dwellings within a revised site layout forming part of the previously permitted residential development, Planning Register Reference no 99/17 (ABP PL. 24.119683) for site development works for 26 sites as amended under Planning Register Reference 20/131 (ABP 309410-21).The proposed development includes the demolition of Seafield, Convent Road and provides for 39 no. residential dwellings comprising 2 no. one-bedroom single-storey detached houses, 18 no. three-bedroom single-storey semi-detached houses, 16 no. four-bedroom single-storey detached houses, 2 no. four-bedroom split-level detached houses and 1 no. five-bedroom single-storey detached dwelling. The development incorporates alterations to the permitted estate road network, including the realignment and layout of the estate road; closure of the existing access road along the north-eastern site boundary; and the provision of a new access road along the south-western side of the site, with revised footpath arrangements. Works to Convent Road at the site entrance, include the provision of dished footpath kerbs, and a new footpath along the Seafield site boundary. The existing vehicular entrance to Seafield will be closed and replaced with a new vehicular entrance to serve three dwelling. The development will also provide for the closure of one shared vehicular entrance serving two existing properties along the north-western site boundary and the provision of two new vehicular entrances to serve those properties. The development includes alterations to the location and configuration of the permitted public open space, comprising three areas of public open space including a green link extending along the northern site boundary. A planted berm is proposed between the residential area and the cliff walk, to provide a landscaped transition and additional screening to the cliff walk. The development will further incorporate amendments to the existing foul and surface water drainage infrastructure, including Sustainable Drainage Systems measures; hard and soft landscaping; an electrical substation; and replacement street lighting throughout the overall estate. All ancillary site development, site clearance, excavation and associated works above and below ground are also included.The application includes a Natura Impact Statement (NIS).
