Proposal description

Development compromising of 8 no. detached dwellings ( 7 no. three storey, five bed units; 1 no. two storey, four bed unit); and 26 no. apartments (20 no. 2 bed and 6 no. three bed units) in a single three and four storey block with feature corner element. The proposal includes the demolition of an existing habitable house ('Riverside Cottage' c 181 sq m GFA) and the use of its associated green space (i.e. north eastern portion of subject site) as public open space (c 4864 sqm). A total of 57 no. car parking spaces shall be provided, all at surface level (2 no. within the front curtilage of each of the detached units and 41 no. to the north of the proposed apartment building). Vehicular access will be provided by a new road from the permitted 'Belarmine Vale' within the 'Belarmine' development to the west (Road 17 D02A/0884 refers). A shared surface access road, ranging from 3.5 to 6 meters in width, incorporating a dedicated bus way and pedestrian/ cycle track will run westwards for the length of the site from the Kilgobbin Road (from a new, signal controlled, bus only entrance at the location of the existing field entrance) to link with the permitted 'Belarmine Vale' and the permitted 'Belarmine' public cycle and pedestrian roue to the west. The proposal also provides for 1 No. ESB substation; refuse and cycle storage; hard and soft landscaping; boundary treatments and all other site and development works; all on a site of approx. 1.4 ha (c 3.5 acres) bounded generally by the ruins of Kilgobbin Castle to the south, Kilgobbin Road to the east, Sandyford Hall to the north, Belarmine Vale to the west and a site reserved for a possible primary school to the south west.
