Why this application matters
Phase 2 apartment changes
Amendments are proposed to six Phase 2 blocks—B1, B2, C1, C2, D1 and D2—bringing their combined provision to 635 apartments, two more than previously permitted. The wider mixed-use development would rise from 1,196 to 1,198 homes.
Site and planning lineage
The former Royal Liver Assurance Retail Park is bounded by Kylemore Road, Old Naas Road, Naas Road and the Brooks building suppliers site. The amendments build on the permitted mixed-use scheme and subsequent amendments, with no changes proposed to the other permitted blocks.
Ground-floor and public realm
The revised Phase 2 layout removes the podium between B2 and C1, creating additional public realm and a southern connection. Ground floors would include a 600 sq m crèche with outdoor space, community space, shops and café/restaurant units, plus a mobility hub.
Movement and amenity
Phase 2 would provide 514 car-parking spaces, including four external spaces, alongside 1,016 secure long-stay and 88 short-stay cycle spaces. Roof terraces would be omitted from C1, C2 and D1, while terraces on B1 and B2 would be revised.
