- 2. The development shall comply with the following requirements of the Conservation Officer: b. In advance of the respective packages of work commencing on site, the applicant shall submit the following to the Planning Authority, for their written agreement: i. Revised existing and proposed drawings - All surviving fireplaces shall be identified and indicated on a revised set of general arrangement drawings, cross referenced against a photographic record, to avoid unauthorised removals. ii. Internal lime plaster to external walls - 1:50 marked-up room elevation drawings indicating the extent of all defective internal plasterwork shall be submitted. If comprehensive replastering is proposed, it must be demonstrated that there would be no impact on existing architraves and sills. iii. Repairs to external brick pointing and cement render - Following a thorough inspection of the external elevations when safe access is in place, the applicant shall identify all conservation repairs required, including defects within the cement render, spalling of the historic brickwork, failure of rainwater disposal systems throughout and shall submit 1:50 marked-up drawings or rectified photographs indicating all proposed repair works. The CO shall be invited to inspect the site prior to works commencing. Samples for the proposed cleaning (light steam clean only), raking out, repairs and re-pointing by an experienced conservation contractor shall be made available for the inspection and written approval of the CO. The proposed depth of raking out of joints shall be reviewed. Repointing shall be executed using NHL2 (not NHL 3.5). iv. Existing windows and doors - Detailed, numbered window and door schedule for windows and internal doors and principal entrance door and fanlight, cross-referenced against the drawings, 1:20 Architect’s plan, section, elevation drawing of each existing window type including architraves, sills, linings etc. cross-referenced to photographs, indicating all surviving historic glass shall be submitted. The replacement of historic glass with slim-profiled double-glazed units is not supported and shall be omitted. All historic glass shall be retained. The window and door schedule shall identify all defects and required conservation repairs. v. All surviving historic windows and doors shall be retained and repaired, unless it can be clearly demonstrated that the fabric is beyond repair. Where new windows or doors are required, these shall match the historically correct surviving windows - 1:20 drawings of the proposed replacements shall be submitted with 1:5 profile details of panelling/glazing bars to match the existing historic windows. NB Note authentic historic horn on the sash windows (e.g. Conservation Report plate 37). vi. References to the comprehensive replacement of historic timber sash windows and front entrance door in the annotation of photographs in the revised Conservation Report shall be updated following the submission of the information noted above. e. The Applicant shall identify if any historic timber floorboards exist beneath existing later finishes. A conservation-led specification for their cleaning and repair shall be submitted (refer to commentary within the body of the report above). g. Prior to commencement of development, the applicant shall submit to the Planning Authority the Kavanagh Ryan Structural Engineers typical structural details referred to in item 2 (iv) of the Further Information for placement on the public planning folder. h. Prior to excavation, the depth of existing foundations shall be investigated and the proposed specification for the floor construction adjusted as required to suit existing conditions and avoid underpinning. 1:20 section details shall be submitted to indicate the depth of excavation required to form a new insulated concrete floor to the rear rooms in the Protected Structure (at garden level).
