Proposal description
For a ten year permission for the phased development of a new bridge, together with boardwalk connections to provide a shared pedestrian and cycle link between Grenville Place, the existing Tyndall Campus at Lee Maltings on the south bank of the River Lee and Distillery Fields, North Mall, T23XA50 and the proposed Tyndall National Institute facility on Distillery Fields, North Mall, Cork T23XA50 (planning application reference 21/40068). The proposed development will consist of: Phase 1: A new structure will tie into the existing Banks-of-the-Lee-Walkway and the boardwalks and paths that will run along the south façade of the former bottling plant that are to be constructed as part of the proposed Tyndall North building. This new structure will create a podium connection to receive Phase 2, the future North Mall Bridge. Phase 2: A circa 58m long x 4m wide tri-span bridge on two structural piers connecting the existing Tyndall National Institute Campus at Lee Maltings on the south to Distillery Fields (North Mall) site and boardwalks constructed in Phase 1. The new bridge will intervene with the Lee Maltings Complex (Protected Structure Ref PS597) at the existing glazed atrium link between the buildings. This intervention will consist of the closing up of an existing balcony and three windows and the infilling of this balcony to create the solid structural support pier for the new bridge landing. This support pier will be finished in matching stone. It will also include the modification of the existing glazed atrium façade to allow direct access from the bridge into the Tyndall atrium. Phase 3: A cantilevered boardwalk, with detail structural connections onto the Lee Maltings Complex (Protected Structure Ref597), will connect the new bridge to Grenville Place, thereby completing the public connectivity to the currently proposed and future developments on the North Mall site. The development will take place adjacent to and directly connected to the protected structure identified on the Record of Protected Structures of the Cork City Development Plan 2022-2028: Lee Maltings Complex (PS597) which comprises of the Mill NIAH Reg. 20500770; Lee Mills House NIAH Reg. 20500771 and Maltings NIAH Reg. 20500772. An Environmental Impact Assessment Report (EIAR) has been prepared and will be submitted to the planning authority as part of this application.
