441-Unit Residential Development at Kilnap, Blackpool

Murnane & O'Shea Developments Limited intend to apply for a 10-Year Planning Permission for a Large-Scale Residential Development (LRD) for the construction of 441 no. residential units consisting of 185 no. dwelling houses, 256 no. apartment/duplex units, a two storey creche facility, commercial/retail unit and all ancillary site development works at Kilnap, Blackpool, Cork. The proposed 185 no. dwelling houses will include 25 no. 4 bedroom semi-detached units, 110 no. 3 bedroom semi-detached/townhouse units, 48 no. 2 bedroom semi-detached/townhouse units and 2 no. 1 bedroom semi-detached units. The proposed 256 no. apartment/duplex units will include 34 no. 3 bedroom units, 135 no. 2 bedroom units and 87 no. 1 bedroom units, to be provided in 21 no. apartment/duplex buildings ranging in height from 3-4 storeys over basement level. One of the proposed apartment buildings (Block 5) will provide the ground floor commercial/retail unit. Vehicular access to the proposed development will be via existing site entrances from Old Mallow Road to the west and Old Whitechurch Road to the east and the existing spine road. The proposed development also provides for an additional secondary entrance from Old Whitechurch Road to the southeast of the site which will serve the proposed crèche facility and 29 no. of the proposed residential units. Pedestrian access is also proposed to the northeast of the site from Old Whitechurch Road. The proposed development also provides traffic calming and public realm upgrades of an existing laneway to the south of the lands to enhance pedestrian and cycle connectivity from the site to the Old Mallow Road. Ancillary site works include the partial demolition and integration of the footprint of an existing ruinous structure into a proposed public space amenity area, the provision of bicycle parking and bin storage facilities serving the proposed apartment/duplex and creche buildings, the delivery of active travel infrastructure, landscaping and servicing proposals which include the undergrounding/diversion of an existing overhead ESB line which traverses the site. An Environmental Impact Assessment Report and a Natura Impact Statement have been prepared and will be submitted to the Planning Authority with the application.
