The development is a renewable energy development which is covered by the provisions of the Renewable Energy Directive III. The development will consist of the following: Demolition and site clearance works including the removal of an existing shed and adjacent hard standing areas and tank structure, located centrally on the site. Construction of 2 no. primary digesters, a pump house, and 2 no. post digester tanks, located in the northwestern section of the site. Construction of 2 no. prepits, a pasteurisation buffer tank, and a pasteurisation unit, located to south of the primary digesters, within the western section of the site. Construction of a digestate storage tank located centrally on site, to the southeast of the primary and post digester tanks. Construction of a digestate treatment building and a feedstock reception building with an odour abatement system, located in the southwestern section of site. Construction of combined heat and power (CHP) unit, a biogas boiler, a backup boiler, and a gas treatment system, located in the southeast section of the site. Construction of a CO2 liquefactor and an emergency/ safety flare a grid injection unit, a fuel storage tank and a propane tank compound accommodating 2 no. propane tanks, located in the southern section of the site. Construction of roofed silage clamps located centrally on site. Construction of a two storey office building and an ESB substation within the eastern section of the site, adjacent to the site entrance. Alterations to the adjacent local road frontage including improved access arrangements and boundary setback to allow for improved access and safety. Associated and ancillary works including parking (8 no. standard, 3 no. EV and 1 no. accessible parking spaces and bike storage for 12 no. bikes), a weighbridge, solar PV arrays at roof level, wastewater treatment equipment, bunding and surface treatments, attenuation pond, boundary treatments, lighting, services, drainage, landscaping, and all associated and ancillary works. for a period of 10 years for a development consisting of the provision of the following: i. 8 no. wind turbines with an overall turbine total tip height range of 178m - 185m, a rotor diameter range of 149m - 163m, and turbine hub height range of 101m - 104m, and associated foundations and hard standing areas; ii. A permanent 38kV substation compound (including a control building (157.6 sqm) with welfare facilities, all associated electrical plant and apparatus, security fencing, underground cabling, storage containers, wastewater holding tank, site drainage and all ancillary works); iii. Permanent underground electrical (38kV) and communications cabling to the existing Cashla Substation in the townland of Barrettspark (including joint bays, communication and earth sheath link chambers and all ancillary works along the route). This cabling route is primarily located within the public road corridor which includes protected structures (RPS No. 3747, RPS No. 146). iv. Underground electrical (20/33kV) and communications cabling connecting the wind turbines and meteorological mast to the proposed on-site substation; v. 2 no. temporary construction compounds (including site offices and welfare facilities (with a combined floor area of 202.5 sqm); vi. A meteorological mast with a height of 30 meters, security fencing and associated foundation and hard-standing area; vii. Upgrade of existing site tracks/ roads and provision of new site access roads, junctions and hardstand areas, including a new site entrance off the L3115; viii. Peat and Spoil Management Areas; ix. Tree felling and vegetation removal; x. Biodiversity enhancement measures (including peatland habitat enhancement, Marsh Fritillary habitat enhancement and management, establishment of hedgerows and native woodland planting); xi. Site drainage; xii. Operational stage site signage; and xiii. All ancillary works and apparatus. A thirty five-year operational life from the date of full commissioning of the wind turbines and subsequent decommissioning is being sought. The proposed solar farm development spans a total site area measuring 86.3ha. Permission is sought for a period of 10 years with an operational period of 40 years. The export capacity to the grid is estimated to be up to 70 MW. The development is covered by the provisions of the Renewable Energy Directive III (Directive (EU) 2023/2413). The planning application is subject to section 34D of the Planning and Development Act, 2000, as amended. When a notice issues in accordance with section 34D(b), the provisions of article 26A of the Planning and Development Regulations 2001 to 2025 shall apply.
